How the radar is built

Arquestra Consulting Market Radar · methods · updated 2026-10-30

In short. The radar reads the public tenders of the EU's official journal (TED) and of four national registers, keeps the last 24 months of awards and the calls open now, and keeps only consulting. Every tender is judged on what the buyer pays for; borderline ones are reviewed one by one. Of about 67,000 tenders gathered, about 24,500 are kept. Firm names are unified so that each firm's wins add up. It is updated every week.

What the radar covers

Public tenders for consulting work in Europe from €15,000 (without VAT) up: the awards of the last 24 months, counted back from each weekly update, and the calls that are open on the day of the update. Notices without a published value stay in, because many calls and prior notices publish none. Changes, corrections and cancellations of a notice are not counted as tenders of their own.

Sources

In these four countries the radar also sees tenders below the EU thresholds. Everywhere else (Italy, Poland, Belgium, the Nordic countries…) it reads TED only, so it sees mostly the larger tenders. When the same tender appears in TED and in a national register, the radar matches the two and counts it once where it can.

What counts as consulting, and what does not

The radar is for consultancies: strategy, management, public-policy, evaluation, and data or IT advisory firms. Its totals have to mean "consulting", so a tender is kept when a consultancy would plausibly bid for it, judged on what the buyer pays for rather than on the words used.

Kept: strategy and management consulting; financial advisory and internal audit; compliance, risk and data-protection advisory; studies, research, surveys and the evaluation of policies and programmes; urban and territorial strategy; change, organisation and HR consulting; project-management and owner's assistance (PMO, AMO); IT and digital advisory, including IT strategy, architecture, cybersecurity consulting and AI strategy; support for managing EU and public funds; technical assistance to run a public programme.

Left out: works, construction and their supervision; architecture and engineering studies; scientific and laboratory work; supplies; software, licences and platforms and their implementation; IT operations, hosting and IT staffing; recruitment and temporary staff; training courses; events, advertising, translation and printing; legal services by law firms; the statutory audit of accounts; insurance and banking; inspection, testing and certification; back-office outsourcing. When a tender mixes some consulting with a larger part of something else, it is left out.

How tenders are checked

Each tender is first sorted by what it is about, in any language, and given a kind of work (strategy, transformation and so on), which you can filter on the radar. Tenders whose title and description leave room for doubt are then read and decided one by one, and random samples of the kept ones are checked again; when such a check finds a group of tenders that do not belong, the whole group is taken out. Of about 67,000 tenders gathered, about 24,500 are kept as consulting.

This is a judgement on short public texts, so some tenders will be in the wrong place. The radar says so where it matters, and you can tell us.

Firm names

The same firm is written in many ways across registers and countries: with or without its legal form, with a typo, or as a national subsidiary ("… Italia", "… Nederland"). The radar unifies these names, so that a firm's wins add up across countries, while firms that are really different stay apart. Wins by private individuals are left out of the firm rankings. Where a tender has several winners (a consortium, several lots or a framework with several holders), each winner is counted, so shares can add up to more than 100%.

Known limits

Updates

Every week: new notices are read, the 24-month window moves on, and the market cards, market pages and firm pages are rebuilt. Each page says the date of its data.

Corrections

If a tender is in the wrong place, a firm is split or merged wrongly, or a figure looks off, tell us: the link to the tender or page and what is wrong is enough. Corrections go into the next weekly update. Use the form below or write to Pablo on LinkedIn.
