Using the radar's data
Arquestra Consulting Market Radar · version 2026-10-30
In short. Read, cite and reuse the radar's published data for free, for non-commercial purposes, with attribution (CC BY-NC 4.0). Commercial reuse needs a paid licence. The public notices behind the radar stay free to reuse from their original sources.
What the licence covers
The data the Arquestra Consulting Market Radar publishes is licensed under the Creative Commons Attribution-NonCommercial 4.0 International licence (CC BY-NC 4.0). That covers:
- the figures, tables and charts shown on the radar, its market pages and its firm pages;
- the agent cards in JSON and Markdown (
/api/radar/cards) and what AI assistants read from them or through MCP; - any public extract of the data published as such: today consulting-league-2026.csv (firm × country × kind of work, top firms only), the extract of the report Who wins public consulting in Europe — 2026.
You may copy, share and adapt them, for any non-commercial purpose (research, teaching, journalism, public-interest work, your own reading), as long as you give the attribution below and say if you changed anything. It does not cover the full curated database behind the pages, the site's code and design, or the Arquestra name and logo.
Attribution
Arquestra Consulting Market Radar (arquestra.dev), based on TED and national registers. CC BY-NC 4.0.
Add the date of the data and a link to the page you used when you can. The method page has a full citation.
Commercial reuse
Reselling the data, building a competing product or service with it, or feeding it into a commercial product (a tender-alert service, a CRM, a sales-intelligence tool, a model you sell) needs a paid licence. So does a regular commercial feed of the cleaned dataset. Ask with the form below; the plans page has what the licence includes. Using the free radar to decide where your own firm bids is normal use and needs no licence.
The sources stay free
The radar is built on public notices. They are not Arquestra's, and the licence above takes nothing away from them: you may reuse the original notices from their sources, under their own terms.
- TED (Tenders Electronic Daily), © European Union. Under the Commission's reuse policy (Commission Decision 2011/833/EU of 12 December 2011 on the reuse of Commission documents), the notices published in the Supplement to the Official Journal can be freely reused, for commercial or non-commercial purposes, unless stated otherwise. See the TED legal notice.
- National registers (France's DECP and BOAMP, Spain's PLACSP, Germany's federal notice service, the Netherlands' TenderNed): published as open public data, each under its own reuse terms, which you will find on each source.
Arquestra does not speak for these sources, and they do not endorse the radar.
Terms for the radar and its data
- The database. The curated database behind the radar (the selection of tenders, their cleaning and classification, and the unification of firm names) is the result of substantial work and is protected as a database under the EU Database Directive (the sui generis database right) and by copyright.
- No bulk extraction. No bulk download, scraping or systematic extraction of the radar's data or of its data files (data.arquestra.dev), beyond normal use of the pages, the cards, the API and MCP within their limits. If you need more, ask: during the beta it is often free.
- The notices stay free. The underlying public notices (TED and the national registers) stay free to reuse from their original sources.
- Code and design. The site's code and design are not licensed for reuse.
- As it is. The radar is free and provided as it is. Its figures come from public notices that can be incomplete or wrong, and from a classification that can err (see the known limits). It is not legal, financial or bidding advice: check the original notice before you bid or publish. Features, limits and beta offers may change or end; the free radar is meant to stay free.
- Fair use. AI and data features have daily limits so that one visitor cannot use up what is there for everyone.
- Other terms. The Master Services and Software Terms on this site are for Arquestra Chem, the R&D software product; they do not apply to the free radar and its data. A paid beta offer is agreed in writing before anything is charged.
Privacy of the request forms
The forms on the plans, services, method and licence pages send what you type to this site's own endpoint. What is stored, and why:
- Stored: the kind of request, your email, and the name, organisation and note if you give them, with the page, its language, the day and the version of the consent text. Not stored: your IP address, your browser, any cookie. A daily limit counts requests with a key that changes every day and cannot be turned back into an IP address.
- Where: in the site's own database (Cloudflare D1, on the Cloudflare infrastructure that hosts the site). No third party receives it; it is never sold or added to a newsletter.
- Why: only to answer your request (legal basis: your consent, which you give with the checkbox and can withdraw at any time).
- How long: as long as needed to answer and follow up your request, and no longer than 24 months; earlier if you ask.
- Your rights: ask to see, correct or delete what you sent, by writing to Pablo on LinkedIn or through the contact on the privacy page.
The site also counts visits without cookies and without storing IP addresses (its own first-party analytics). The responsible person is Pablo Ramos-Sánchez, who builds arquestra.dev.

Cubre:
- las cifras, tablas y gráficos del radar, de sus páginas de mercado y de sus páginas de firmas;
